Rustam Minnikhanov gets acquainted with the project of digitalization of the Regional Clinical Hospital by HIMSS standards

On 21 December Tatarstan President Rustam Minnikhanov, accompanied by the Healthcare Minister of the republic Marat Sadykov, regional Minister of Digitalization Ayrat Khayrullin, the Head of Office of the regional Cabinet of Ministers Shamil Gafarov, visited the Regional Clinical Hospital in Kazan, where the chief medical officer of the hospital Rafael Shavaliev told him about implementation of the digitalization project by HIMMS standards.

At the admission and other departments of the hospital, where Rustam Minnikhanov was shown how medical workers were using new digital standards in their work, the head of the SR.ARM Company Aleksandr Martynov informed Tatarstan President that the hospital managed to pass the HIMMSS certification at the first try.

The admission department, which admits about 200-300 patients a day, used to spend much time filling in all necessary documents, while now every patient is given an identification bracelet with a unique bar-code which makes it possible to identify the patient at every stage of his or her treatment, he said.

Rustam Minnikhanov was told that the admission time has decreased thrice from 60 to 20 minutes per patient and was shown e-medical records, which previously were kept in huge hard-copies. Currently there are 1 355 fully automated work places at the hospital, Rafael Shavaliyev said.

After watching video showing the state of affairs prior and after digitalization, Rustam Minnikhanov was informed that the task of the project was the patient safety, increasing efficiency of medical workers and search for internal resources for freeing reserves. While carrying out digitalization, the hospital also used services of local manufacturers such as the ICL-KPO VS, Shavaliyev told.

During the project implementation, the hospital fulfilled 349 HIMMSS standards requirements, organized more than 5 thousand trainings, replaced 1 355 PCs and installed 500 Wi-Fi points with seamless Internet connection, he said.
