On 5 November, speaking at a regular meeting in the Government House of the republic, Tatarstan President Rustam Minnikhanov stated that autumn and winter seasons lay a number of tasks for providing public safety. First of all this concerns an uninterrupted heat supply, he said.
He gave an errand to the regional Ministry of Construction, heads of cities and regions and the administrations of the power enterprises of the republic to use special effort to control possible risks and to be ready for quick response to emergencies.
The work of issuing municipalities the readiness passports for heating season is going on and Tatarstan President reminded that currently they have been issued to 33 municipalities and the remaining 12 cities and regions must have the work completed by 15 November.
Rustam Minnikhanov continued: “Unfortunately winter months are the most troublesome as far as the housing fires are concerned. Another sad statistics is poisoning of people with carbon monoxide. Last year there were 49 such cases killing 16 people, including one child. In the current year there have been 32 cases killing 9 people and damaging 66, including 27 children”.
Tatarstan President state the necessity to organize preventive rounds of the housing and pay special attention to accommodation of families with many children, lonely elderly people and the most marginalized residents. ”It is necessary to reveal and nip cases of unauthorized tapping to electricity and gas networks, provide workability of ventilation vents and give targeted help to the poor”, he said.
