On October 20, Tatarstan President Rustam Minnikhanov, Prime Minister of the republic Aleksey Pesoshin, Chief of Staff of Tatarstan President’s Administration Asgat Safarov, heads of ministries and departments of the republic took part in the thirty sixth meeting of Tatarstan State Council held by Chairman of the State Council of the republic Farid Mukhametshin.
The Presidium of the State Council decided to consider 11 issues, including 8 draft regional laws and two draft federal laws.
The bill on the budget of Tatarstan for 2023 and the planned period of 2024 and 2025 was the key issue. The document, submitted to the Parliament by the President of Tatarstan was widely discussed in committees for the relevant areas, at a regional meeting with representatives of municipalities and under the parliamentary hearings.
Traditionally, the forecast of socio-economic development of Tatarstan for the next fiscal year and planned period became the issue of discussion at the session in the mode of the first reading. Deputy Prime Minister of the republic – Tatarstan Minister of Economy Midhat Shagiakhmetov made a report at the session.
The following indicators of socio-economic development were taken into account in the development of the regional budget: growth of the gross regional product by 0.8 per cent in 2023, by 3.2 per cent in 2024 and 2.7 per cent in 2025; an increase in the industrial production index by 0.7 per cent in 2022, by 3.5 per cent in 2024 and 2.4 per cent in 2025; real wage growth of 2 percent in 2023, 2.8 per cent in 2024 and 2.6 per cent in 2025; 6.1 per cent growth in consumer price index in 2023, and by 4 per cent in the planned period.
Tatarstan Minister of Finance Radik Gayzatullin reported on the parameters of the regional budget for 2023 and the planned period of 2024 and 2025. In 2023, the regional budget revenues will amount to 333.9 billion roubles, expenses will be 361 billion, and the deficit will be 27.1 billion.
In general, the budget for 2023 and for the planned period of 2024 and 2025, according to the assessment of the relevant committee, «fully meets current challenges, is balanced and takes into account existing commitments and stated national goals». With a majority of votes, the budget bill was adopted in the first reading.
