Rustam Minnikhanov: In today's challenging environment, it is necessary to ensure tight fiscal discipline

On July 26, speaking at the Government House of the republic at a regional meeting of financial, treasury and tax authorities of the republic with participation of Prime Minister of the republic Aleksey Pesoshin and Chairman of the State Duma Committee on Economic Policy Maksim Topilin on the results of the implementation of the consolidated budget for the first half of 2022 and tasks till the end of this year, Tatarstan President Rustam Minnikhanov said that in today's challenging environment, it is necessary to ensure tight fiscal discipline.

Minnikhanov emphasized that for the first half of the year the volume of revenues to the consolidated budget of the republic amounted to 230.5 billion roubles, including own revenues - 207.3 billion roubles. The annual revenue collection plan was fulfilled by 61.4 per cent.

“However, these results should not be comforting. In the current geopolitical situation, our enterprises are experiencing unprecedented sanctions pressure. The whole economy is being reconfigured. Manufacturers are building new logistics for the supply of products and components, considering opportunities for the organization of import-substitution industries, are forced to work under the influence of changes in the rouble exchange rate, energy prices and other external factors,” Tatarstan President said.

Minnikhanov stressed that line ministries should hold weekly balance commissions with supervised enterprises that have difficulties and reduce payments to the budget. The main goal is to ensure their efficiency and development.

“Today it is necessary to ensure the absolute fulfillment of priority and social obligations. Tasks under the national projects require significant costs. This year, 32.5 billion roubles will be allocated for these purposes, including more than 10 billion roubles from the regional budget. All the parameters that are laid down in the agreements with the federal centre should be achieved,” Minnikhanov said.

He also instructed to continue work with reserves.
