Rustam Minnikhanov takes part in the panel session on the sidelines of the St Petersburg International Economic Forum

On June 16, on the sidelines of the St Petersburg International Economic Forum, Tatarstan President Rustam Minnikhanov took part in a plenary session “Where spaces meet technology: new solutions for territorial development”.

The Head of Federal Service for State Registration, Cadastre and Cartography Oleg Skufinsky, Russian Minister of Construction, Housing and Utility Services Irek Fayzullin, the Head of the Perm Territory Dmitry Makhonin, as well as representatives of the Republic of Belarus, Uzbekistan, Serbia were the speakers of the session. Deputy Prime Minister of Russia Marat Khusnullin read out a greeting to the participants of the panel session and emphasized that one of the important tasks is involvement in the state circulation of previously unused lands.

Housing construction is an important driver of regional development, and the main tool here is preferential lending, Khusnullin said.

It was proposed to pay special attention to the e-interaction between banks and developers.

In his turn, Minnikhanov said that today the issue of developing spatial data infrastructure requires special attention.

“The results of the pilot project to create a single information resource on land and real estate, in which Tatarstan participated, confirmed its efficiency. The unity of data allowed us to make operational management decisions”, Minnikhanov said.

In particular, it helped to identify the presence of a certain number of real estate properties with unregistered rights. An analysis of the owners was carried out. The experiment showed the presence of a problem of the quality of cartographic and geodetic basis. Tatarstan President said that there is a need to create new cartographic materials and provide a cartographic and geodetic basis of proper quality. He also emphasized that this process is labor-intensive and time-consuming.
