On 29 April at their meeting in Moscow, Tatarstan President Rustam Minnikhanov and Russian Minister of Industry and Trade Denis Manturov discussed development of industrial infrastructure and aircraft building in the region.
Speaking at the meeting Manturov noted the stable Industrial Production index which was 108.5 per cent in 2021 compared to the same period in 2020.
He also told about his visit to the Chirchiq industrial park in Uzbekistan which was established with the participation of the Russian industrial park Technopolis using the vast experience and competences of the Khimgrad team from Kazan which made a substantial contribution into the development of chemical industry of Tatarstan and Russia.
Speaking about the development of the industrial park in the special economic zone of Alabuga in Tatarstan, Minnikhanov said that the region is planning import replacement projects in composite materials, auto parts, polymer processing, stainless steel and hot-pressed pipes and melanin. He reminded about a unique carbon fiber primary materials plant of the UMATEX Company launched in Alabuga in November 2021, products of which are used for aircraft MC-21 manufacture. The project was implemented due to co-financing of Tatarstan expenses within subsidies on reimbursement of expenses on development of industrial and technical parks infrastructure.
Tatarstan President also informed that the region is developing a project of training 5 000 specialists in mechatronics, chemistry and automated control systems a year at the largest blue-collar jobs training center in Russia Alabuga Politech.
In his return, Manturov said: “Tatarstan is among regions with the most developed industrial infrastructure. We will continue supporting the Alabuga Industrial Park project taking into consideration the changes in the Decree № 1119 according to which regions can prolong the terms of reimbursement of expenses for up to 10 years”.
“Implementation of these projects will make it possible to attract about 67bn roubles of regional and 250bn of private investments. According to our estimation the revenues of residents can make 220bn roubles and create about 15 thousand jobs”, Minnikhanov said.
From 2018 to 2022 Tatarstan was given 8.7bn roubles subsidy on development of the Alabuga Industrial Park infrastructure and will get 660m more by the end of the current year.
When discussing the deployment of aircraft parts production in the republic, Minnikhanov proposed: “We are considering development of an aircraft cluster to implement import replacement plans and the project of the United Aircraft Corporation mechanical center with the production capacity of 1m pieces a year can become a core resident”.
Giving his comments on this proposal, Manturov said: “By the errand of Russian President Putin, the Rostech Corporation has organized work to prepare a set of investments projects aimed at manufacture of the aircraft along the whole cooperation chain. We are ready to support your project as a part of this complex”.
In addition, the Russian Minister also mentioned that in case the republic develops an industrial park to manufacture aircraft components, Tatarstan expenses can also be reimbursed within the Decree № 1119.
