Rustam Minnikhanov: We need measures which will ensure support to enterprises and one of the main tasks is preservation of jobs

On 25 April, speaking at a regional meeting of financial, treasury and tax bodies of the republic with participation of the Chairman of the Tatarstan State Council Farid Mukhametshin, Prime Minister of the republic Aleksey Pesoshin and Tatarstan President Rustam Minnikhanov, the Minister of Finance of the republic Radik Gayzatullin reported about results of implementation of the consolidated budget for the first quarter of 2022 and the tasks to be fulfilled by the end of the current year. Summarizing revenues from such taxes as the personal income tax, excise profits tax and others and non-tax revenues, he said that in the first quarter of 2022 the regional consolidated budget received 85bn roubles of tax and non-tax revenues and the budget of the republic was fulfilled by 72.3bn roubles. As many as 12.7bn roubles was mobilized into local budgets, he said.

Regional Consolidated budget expenses made 95.1bn roubles, those of the republic reached 80.1bn and 33.3bn were expenses of local budgets.

Gayzatullin informed that the remaining budget assets by the beginning of the year and the revenues from the first three months of the current year made it possible to fully and timely pay wages and allocate sufficient finances on planned primary expenses of budgets at all levels.

The total amount of financing of federal projects in the republic in 2022 is 29.4bn roubles including 19.1bn coming from the federal and 10.3 from regional budgets, he said.

By 1 April of 2022 Tatarstan national debt has made 98.1bn roubles including 86.7bn of federal credits liabilities and 11.4bn of state guarantee liabilities, but the republic timely fulfills its liabilities and transfers necessary federal credit payments, Gayzatullin said.

Speaking at the meeting, Tatarstan President Rustam Minnikhanov said that a number of enterprises  decreased the profit tax  up to 2bn roubles and underlined that it is necessary to take all measures to support them including preservation of jobs.

He gave an errand to the regional Ministry of Labour, Employment and Social Protection to closely monitor the situation in the labour market and to consider those enterprises where specialists work either part-time or are idle and to decrease the informal employment market.

Minnikhanov also gave an errand to municipalities together with tax bodies to control the situation of the land tax as 22 municipalities let it decrease compared to the last year.

Speaking about use of municipal property, he said that today the arrear for using the municipal property make 486m roubles, the largest of them being in Kazan, Zelenodolsk and Aktanysh regions.
