Minister of Construction, Architecture and Housing of Tatarstan Marat Husnullin: “The construction of commercial housing in Kazan and Naberezhnye Chelny is doubtful without support of republic and federal center.”

For 8 months of 2008 1,4 million m² housing have been commissioned in Tatarstan. It makes 64,6% of early plan. Head of RT Government Rustam Minnikhanov informed about it today at the meeting in RT Cabinet.

The videoconference meeting was devoted to construction of housing in republic. All municipal districts participated in it. Minister of Construction, Architecture and Housing of Tatarstan Marat Husnullin told that according to operative data rates of housing construction have decreased in August, about 100 000 m² ware commissioned.
Till the end of September it’s planned to finish plan agreement concerning cooperation for the period of 2009-2011 with all municipal districts. Marat Husnullin pointed out that the volume of construction was agreed almost with all districts except for Zainsky and Aznakaevsky. Zainsky municipal district plans to increase the plan for 2 % in 2009, Aznakaevsky district offers not to change the plan at all.

Besides, in number of districts forecasted volumes of housing construction till 2011 don’t interfere with the needs in housing of participants in program of social mortgage (Kazan, Elabuzhsky, Nurlatsky, Zainsky, Aznakaevsky, Chistopolsky districts.

Marat Husnullin reminded that the task is set to liquidate the queue of participants in the program during 3 years. In Kazan the number of participants is 14 000 people. According to the forecast of State Housing Fund under RT President it’s planned to provide 16 000 families with housing.

One urgent problem is that we have got finished housing in some districts (social mortgage) and it’s in demand but everything depends on payment ability of potential customers (mainly budget sphere workers).

Also Marat Husnullin informed that Kazan and Naberezhnye Chelny make 55 % from total planned volume in republic. By the way in Naberezhnye Chelny there’s a tendency of decrease of demand for commercial housing. Thus, the volume of issued mortgage credits has become less in 2008 in comparison with 2007. Last year during the same period credits were issued for the sum of 2,6 million RUR, in 2008 – 1,4 million RUR.

The need for engineer networks for 2009 for ground areas meant for housing construction in republic is 1106 km for the sum of 3 billion RUR, need for auto roads – 728 km (2009), 507 km (2010), 606 km (2011).

Executive Director of State Housing Fund under RT President Talgat Abdullin reported about the work of State Housing Fund. For the last 2 weeks 200 houses were commissioned in republic, documentation for next 120 houses is ready. But in some districts housing construction has not even begun.
