Rustam Minnikhanov takes part in a meeting of the State Council of Tatarstan

On March 16, Tatarstan President Rustam Minnikhanov and Prime Minister of the republic Aleksey Pesoshin took part in the 30th meeting of Tatarstan State Council of the sixth convocation held by Chairman of the State Council of the republic Farid Mukhametshin.  

According to the decision of the Presidium, the agenda included 21 issues, including 8 regional bills and 7 draft federal laws. During the discussion, the agenda expanded to 25 issues.

During the meeting, Minister of Internal Affairs in Tatarstan Artem Khokhorin reported on the results of the work of the agency in 2021.

He said that for the first time in the past four years there is a decrease in crime in the republic. The personal and property security of citizens on the streets and in other public places has significantly increased, and the level of juvenile delinquency and previously convicted has been reduced. The internal affairs agencies uncovered more than 23,000 criminal acts.

The detection rate of the most serious types of crimes, including homicides, has increased significantly and makes almost 98 per cent. A number of grave and especially grave crimes that caused a wide public outcry, were solved.

Significant resources were directed to combating organized crime. As many as 823 members of the organized criminal groups were prosecuted and 1293 crimes committed by them were solved.

More than 300 group drug crimes were investigated, one third of which were committed in organized forms. Together with the Federal Security Service, 49 drug transportation channels were shut down and 7 clandestine drug laboratories were closed in Tatarstan and other regions. The facts of legalization of drug income for a total amount of more than 37 million roubles were proved.

The reported year, as many as 2,905 economic crimes were identified. Material damage amounting to more than 2.4 billion roubles was compensated.

As many as 207 tonnes of adulterated alcohol and alcohol-containing products were removed from illegal circulation. The number of detected crimes increased by one and a half. Ten alcohol transportation channels to the republic were closed. The Minister also emphasized the decrease of accidents on the roads of the republic. Injuries from drunk drivers reduced by almost 40 percent.

Khokhorin added that in general, according to the All-Russian departmental assessment, the Ministry of Internal Affairs in Tatarstan ranks first in Russia by performance.

Commissioner for Children's Rights in Tatarstan Irina Volynets also made a report. In 2021, the Children's Ombudsman received more than 2,000 appeals, which is by 19 per cent more than last year.

More than 700 appeals were addressed to public assistants. As many as 357 receptions of citizens were organized, including 100 of them were held jointly with the heads of state authorities. At the request of citizens, 655 complaints were processed. 501 appeals were taken under control, of which 54 per cent were resolved positively. “The rest of the appeals remain under the control of the Commissioner and are resolved in interagency cooperation,” Volynets said.
