On 12 March, speaking at a videoconference held by Tatarstan President Rustam Minnikhanov with all municipalities of the republic and with participation of the Prime Minister of the republic Aleksey Pesoshin, the regional Minister of Construction, Architecture and Housing and Utility Sector Marat Ayzatullin said that today the yearly housing construction plan has been fulfilled by 26 per cent which was by 16 per cent more compared to the same period last year.
He said that 710 thousand square meters of housing have already been built and the social mortgage housing plan has been completed by nearly 47 per cent. The contractors reported that 70 thousand square meters have already been commissioned, he added.
The Minister said that more than a half of the commissioned housing was an individual housing construction and 3 766 houses were already commissioned, making 30 per cent of the plan. By the end of the year it is planned to build at least 12 454 houses, he added. The commercial construction plan has been completed by 14 per cent with 32 multi-apartment houses commissioned with the total area of 132 000 square meters.
He continued saying that the Ministry is going on with the programmes of providing housing for separate categories of residents such as 600 orphans, 22 families with many children, 50 young families and 7 families that relocated from the Far North and Chernobyl Disaster liquidators.
Speaking about implementation of the national projects, Ayzatullin informed that currently they comprise 105 facilities to be constructed and 12 to be overhauled. The Housing and Urban Environment national project includes 37 facilities and 27 public spaces will be improved by the Development of Comfortable Urban Environment project and six more spaces by the Small cities and Historical Settlements competition results, he informed.
It is planned to carry out rehabilitation of sludge pits within the Ecology national project of “Enhancement of the Volga” and continue reconstruction of biological sewage treatment plants in Kazan as well as the reclamation of the Samosyrovo landfill in Kazan by the Clean Country federal project, the Minister said.
The Education national project presupposes construction of a school in Tukay region and capital overhaul of two gyms in Apastovo and Bavly regions of the republic.
As many as 29 rural paramedic-midwife stations will be built and 20 central regional hospitals will be overhauled and reconstructed by the Healthcare national project in 2022 and one kindergarten will be built on Kazan by the Demography national project, he added.
In addition the Ministry will take part in implementation of 5 state programs comprising 102 facilities, 66 of them being capital overhaul of public schools and the Russian Drama Theatre “Artisans” being built in Naberezhnyye Chelny.
Speaking about comprehensive development of rural territories, Ayzatullin said that 5 engineering network facilities will undergo modernization, 3 educational facilities and one community center will be built and surface infrastructure development will be carried out at 7 future housing construction sites.
Important work in to be done in bank stabilization of Kuybyshev Reservoir in the current April and in overhaul of 14 hydraulic engineering structures in water bodies of the republic, he said.
Reporting about labour safety measures, the Minister said that since the beginning of the current year the State Construction Supervision and Inspection Service has carried out 307 construction site surveys, and 153 of the found shortcomings have been already eliminated.
