On 6 March at the Russian Government Coordination Center, Tatarstan President Rustam Minnikhanov took part in a meeting with heads of the Volga Federal District regions on measures to support stabilization of the social economic situation related to introduction of sanctions held by Deputy Prime Minister of Russia Dmitriy Chernyshenko. Deputy of the Russian Presidential Envoy in the District Andrey Kuzmitskiy and representatives of the Ministries of Finance, Economic Development, Digitalization and the Coordination Center also took part in the meeting.
Speaking at the meeting, Chernyshenko said that the Coordination Center carries on daily monitoring of all backbone enterprises as well as the stocks, sales volumes and prices for retail socially significant goods. This makes it possible to make a quick assessment of the impact of sanctions on economy and to take timely measures to minimize it, he said.
“Our main objective is to continue fulfilling our liabilities and give load to economy especially construction branch. The introduced sanctions should become a possibility for enterprises to expand their production and enter the Russian market. We have to fill the vacated openings by our own goods and the Volga federal district entities have a huge potential in this respect as large industrial clusters are located there,” Chernyshenko said
The Vice Prime Minister also added that the regions now need to form an application for federal industry orders, as well as for scientific developments. Resources for them are included in the new state program of scientific and technological development of Russia. More than 1.2 trillion rubles will be allocated annually for its implementation.
The heads of the regions reported about measures for supporting business taken locally and stated their proposals for solving the most burning issues. Speaking in the meeting, Rustam Minnikhanov said: “It is necessary to review the preferential loans for backbone enterprises taking into consideration the Russian Central Bank key interest rate and to give such loans to enterprises that have transferred money or supplied goods to foreign partners and cannot return their money. To maintain employment, it is necessary to foresee finances to compensate expenses on employee's idle time and temporary employment”.
Heads of Nizhniy Novgorod, Penza and Samara regions also reported about measures to support business and economy taken in their regions. Thus Dmitriy Azarov, the governor of Samara region said it was very important to support construction of the international corridor Europe-West China with the objective of developing relations in the East.
