On March 5, speaking at a videoconference in the Government House of the republic held by Tatarstan President Rustam Minnikhanov with participation of Prime Minister of the republic Aleksey Pesoshin and all municipal regions of the republic, the regional Minister of Construction, Architecture and Housing and Utility Sector Marat Ayzatullin reported on the implementation of regional programmes for the modernization of housing and utility services, construction and overhaul, as well as on the improvement of the quality of household services provided.
He said that it is planned to implement 44 programmes, including 31 approved by the orders of the Cabinet of Ministers of Tatarstan. To date, 29 regional construction programmes have been approved.
In 2022 under the capital repair programme of multi-apartment houses, it is planned to overhaul 760 facilities with a total area of 4 million 755 thousand square meters with the total funding amounting to 6 bln 431 million roubles.
To date, tenders have been held for 85 multi-apartment houses.
According to Ayzatullin, on average in January the level of collection of payments for housing and utility services amounted to 95.7 per cent in Tatarstan, which is 1.2 per cent higher than it was in the previous year. The average annual level was 99.1 per cent, which is by 0.3 per cent higher than during the same period in 2020. As of February 1, in 22 municipalities, the average annual level of collection is below the regional average. As many as 23 municipalities have exceeded the regional average.7
As of January 1, 2022, household debts have amounted to nearly 8bn 200 mln roubles in Tatarstan.
Ayzatullin informed that the share of e-payments has substantially increased and currently makes 72 per cent on average all over the republic
The regions show completely different indicators in this part. Thus, in 8 municipalities the share of e-payments has not yet reached 50 per cent. In 30 regions of the republic, the share of online payments is between 50 and 72 per cent. Seven municipalities demonstrate above-average e-payments for Tatarstan.
The minister also informed about the debt from the organizations of the housing and utility complex for the energy resources, which amounted to 416 million roubles for gas on February 1, 2022.
The total debt for electricity consumed by the organizations of the housing and utility complex decreased by 42 million roubles in 12 months and on February 1 amounted to 61 million roubles.
In conclusion, the Minister spoke about the implementation of flood control measures. With the onset of spring and rising outdoor temperatures, most municipal areas, especially riverside areas, are in risk of flooding because of the snowmelt. This winter, the rainfall on the territory of the republic was high, which increased the likelihood of flooding of multi-apartment buildings and individual houses, as well as social and communal facilities. «I ask the heads of municipalities to take special control of the issue of organization of flood control measures in the municipal areas and ensure the smooth functioning of life-support facilities during the spring floods», Ayzatullin said.
