On February 28, in Kazan, Tatarstan Government and the Foundation for Support of Research and Project Activities of students, postgraduates and young scientists “National intellectual development” (Innopraktika brand) signed a cooperation agreement aimed at the economic development of the region and the promotion of technology transfer.
The parties plan to cooperate on creating conditions for the development of an innovative infrastructure in the region, the development of human capital and the introduction of Russian competitive technologies in the agro-industrial complex of Tatarstan.
Cooperation in agro-industrial complex of Tatarstan is expected to develop in several directions. One of them is the testing of biological preparations for agriculture, implemented under Innagro project. The Innagro project was initiated by Innopraktika in 2020 and is aimed at the biologization of the agro-industrial complex and the introduction of domestic developments in production practice. Enterprises from more than 20 regions of Russia as well as large agricultural holdings PhosAgro, Miratorg, Cherkizovo and others take part in the tests.
Tatarstan joined the Innagro project in 2021: agribusinesses of the republic conducted 11 tests of biofungicides and growth stimulants on grain crops. After signing the agreement, the testing programme in Tatarstan will be significantly extended. Participation in the project will reduce the pesticide load, support the development of organic and improved product segments.
Cooperation in genomic breeding is another area of joint work.
Under the cooperation between Tatarstan and Innopraktika, a roadmap for genomic breeding of dairy cattle will be developed. It is planned to integrate the experience of the pilot project into a full-fledged 6-year programme aimed at improving livestock quality, increasing animal productivity and creating independent productive bull herds.
In addition to agribusiness technology projects, the parties agreed to join efforts to establish a National Quantum Network that will connect universities, academic research centres and quantum technology companies. Quantum Technologies are key cross-cutting technologies for the further development of the digital infrastructure of the Russian Federation.
The development of interaction to create the Digital Educational Environment of Tatarstan will allow launching a user-friendly platform to access advanced educational content, a full-fledged distance learning system and public education services. Using the best IT solutions will increase the efficiency of educational processes, making them more extensive, modern and exciting for both students and teachers.
Another area of cooperation will be physical culture and sport: the Common Digital Space Project will cover administrative processes both at the level of the sports organization and the Ministry of Sports.
Minnikhanov called the signing of the agreement an important step that will give the impetus to the joint projects. «It covers the widest list of areas from supporting small science-intensive companies to research in artificial intelligence and the formation of a national technology transfer system,” he said.
The President of the republic emphasized that Tatarstan traditionally holds the leading position in scientific, technological and innovative development of the Russian Federation.
