Tatarstan Minister of Construction Marat Ayzatullin reports on the implementation of regional programmes and national projects in construction

On February 26, speaking at the videoconference held by Tatarstan President Rustam Minnikhanov with all municipalities of the republic and with participation of Tatarstan Prime Minister Aleksey Pesoshin, the regional Minister of Construction, Architecture and Housing and Utility Sector Marat Ayzatullin informed that in 2022, Tatarstan will continue to implement regional programmes, state programmes and national projects in the area of construction. Thus, this year it is planned to implement 44 programmes, including 31 approved by the orders of the Cabinet of Ministers of Tatarstan. To date, 28 regional construction programmes have been approved.

Speaking about implementation of the national projects, Ayzatullin informed that there are 7 of them in the area of responsibility of Tatarstan Ministry of Construction, including 105 facilities to be constructed and overhauled under 12 federal projects. The Housing and Urban Environment national project includes 37 facilities and 27 public spaces will be improved by the Development of Comfortable Urban Environment project and six more spaces by the Small cities and Historical Settlements competition results, he informed.

This year under the Clean Water federal project, in the city of Nurlat, it is planned to build a water supply system, including a water intake unit.

It is planned to carry out rehabilitation of sludge pits within the Ecology national project of “Enhancement of the Volga” and continue reconstruction of biological sewage treatment plants in Kazan as well as the reclamation of the Samosyrovo landfill in Kazan by the Clean Country federal project, the Minister said.

The Education national project presupposes construction of a school in Tukay region and capital overhaul of two gyms in Apastovo and Bavly regions of the republic.

One kindergarten will be built by the Demography national project in Kazan.

In 2022, the regional Ministry of Construction will be involved in the implementation of five state programmes in the republic, including 102 facilities. The largest of the state programs is the Development of Education. During the year, 66 educational institutions are to be overhauled.

Under the Culture and Tourism Development state programme, the construction of the Russian Drama Theatre "Artisans" will continue in Naberezhnye Chelny.

Ayzatullin also reported on the progress of housing construction in the republic and the accommodation of certain categories of citizens.

“Builders are still ahead of the current target, by the current date it makes 108 per cent compared to the last year level. As many as 485 thousand square meters of housing, which makes 18 per cent of the planned, have been built in the republic. The largest part of the planned was built by social mortgage program which has been completed nearly by 47 per cent, with 70 thousand square meters of housing already commissioned,” Tatarstan Minister said.

The Minister said that more than a half of the commissioned housing was an individual housing construction and 2 260 houses were already commissioned, making 18 per cent of the plan. By the end of the year it is planned to build at least 12 454 houses, he added.

The commercial construction plan has been completed by 12 per cent with 28 multi-apartment houses commissioned with the total area of 110 000 square meters.

He continued saying that the ministry is continuing the programs of providing housing for separate categories of residents such as 600 orphans, 22 families with many children, 50 young families and 5 families that relocated from the Far North and Chernobyl Disaster liquidators.Since the beginning of the year, the State Construction Inspectorate of the republic has carried out 84 inspections and issued 2 decisions on imposing fines for the sum 330,000 roubles for violations of labour safety rules and regulations. Self-regulatory organizations have carried out inspections at 178 member organizations.

The General Investment and Construction Authority, as the State Customer carried out 294 inspections on its sites. Since the beginning of the year, as many as 88 out of 119 violations identified at the construction sites were promptly eliminated.
