On 21 January Tatarstan President Rustam Minnikhanov, the Chairman of the Russian Accounts Chamber Aleksey Kudrin, Deputy Prime Minister of the Republic Midkhat Shaguiakhmetov and representatives of ministries and department of the republic took part in the strategic session (“the round table”) “Questions and prospects of social and economic development of Tatarstan” which was held in a hybrid format in the Tatarstan Government House.
Speaking at the session, Rustam Minnikhanov said that today large city agglomerations of Tatarstan are the points of economic growth of the region but their development needs proper legal basis and mechanisms of attracting finances into the infrastructure.
“Already during the development of our Strategy 2030 (the Strategy of social and economic development of Tatarstan by 2030) we envisaged development of agglomerations as the main economic growth sites. The Federal Government is promoting this topic, however regions have a lot of questions and first of all these are the legal basis for agglomerations development and financial provision. You can give a name of agglomeration to a territory but if there is no infrastructure and no money nothing will happen” Minnikhanov said.
He mentioned that infrastructural loans make it possible to solve the problem of development of agglomerations. “Our first loan applications are Laishevo and Zelenodosk regions, we have started developing these territories, next to come are Kama agglomeration and Tukay region” - he clarified.
Minnikhanov thanked the Russian Government for taking decisions which enable development of new territories, saying: “Currently many decisions are made on lifting infrastructural limitations, establishment of a new transport cadaster and there is a very good support to highways, especially the M-12 one “.
He also added that new highways are needed for development of agglomerations in the republic In particular a bridge across the Kama River will help to develop the Kama industrial cluster, while the development of the third agglomeration in the oil producing area of Tatarstan is linked with the construction of Alekseyevskoye-Almetyevsk highway.
Speaking about social and economic development of Tatarstan in 2022, Rustam Minnikhanov said despite the growth of housing prices and mortgage rates, the republic is planning to commission no less than 3m square meters of housing in the current year.
During the last years we have been actively working with public spaces and in 2021 nearly 100bn roubles were allocated on development of social infrastructure and comfortable environment, comprising 7 schools, 17 kindergartens, 74 medical, 30 sports and 15 cultural facilities, and more than 70 public spaces and more than 1 thousand yards underwent improvements, he said.

Three agglomerations are stated in the Strategy of Tatarstan social and economic development by 2030 – those of Kazan, Kama and Almetyevsk with the total population of 3 million people or 77% of the total population of the republic. The share of agglomerations in the GRP of the republic is more than 82.8%.
