Rustam Minnikhanov: Municipalities, ministries and departments need to more actively use the system of interdepartmental interaction and e-services of the Tatarstan Department of the State Register and Cadastral Chamber

On 14 January, speaking at a board meeting of the Department of State Register and Cadastral Chamber of the Republic of Tatarstan, President of the republic Rustam Minnikhanov said that work of these institutions in Tatarstan was the basis of efficient functioning of the regional real estate market. The main topic of the meeting was summing-up the result of work of the Register and the Chamber in 2021 and the tasks for 2022.

Also participating in the meeting were the Chief Federal Inspector in Tatarstan Viktor Demidov, Director of the Tatarstan branch of the State Register Arkadiy Belkin, head of the regional Department of the State Register Azat Zyabbarov and representatives of Ministries and departments of the republic.

Speaking at the meeting Zyabbarov said that more than 1.3m registration entries were made in 2021 that was by 37 per cent more than in 2020.

As many as 86% of the work was related to registration of rights, devolution of rights, real estate deeds and registration of arrests and encumbrance.

The number of applications for cadastral registration increased by 16 per cent compared to those in 2020.

More than 18 thousand co-investment agreement and 117 748 mortgage agreement were registered in total in 2021with more than half of them in the sphere of residential housing.

In addition 7 700 social mortgages and 899 “agricultural mortgages” were registered.

In his speech, President Minnikhanov stressed that the Department of the State Register and the Cadastral Chamber in Tatarstan are federal bodies rendering state services and mostly shaping the public opinion about their quality.

Mentioning tasks for 2022, he said that there was a positive dynamics of e-interaction between state bodies of the republic and municipalities and the State Register. He also reminded that the current year – which was announced The Year of Digitalization in Tatarstan - it is necessary to increase the share of e-documents.

Last year huge work was done within the experiment of development of The Integrated Informational Resource on Land and Real Estate (IIRlRE), Minnikhanov said.  There are four Russian regions taking part in this experiment – Krasnodar, Perm and Irkutsk regions and Tatarstan.

For successful implementation of this project the Ministry of Land and Property Relations of Tatarstan together with other power bodies of the republic, municipalities, the State Register and the Cadastral Chamber must organize work all over the republic to fill in this Integrated Source with information about the administrative boundaries of Tatarstan and all its settlements, the Tatarstan President continued. He asked the Government to pay special attention to speeding up the work on completing the schemes of the territorial planning of the regions of the republic.

Minnikhanov reminded that next important task was to enter into the Integrated Register information about territorial zones and the absence of such causes substantial underpayment of taxes.

He asked the regional Ministry of Land and Property Relations to organize work  together with heads of municipalities on sending missing information about the real estate objects  to the Integrated Register and to complete the inventory of capital construction facilities and  unregistered land plots.

Special attention should be paid to construction of multi-unit residential buildings, Minnikhanov said and added that he supported the proposal of mandatory registration of all commissioned houses.

The President said that Government of the republic together with the self-government bodies should organize implementation of provisions of the Russian Law on Garage Amnesty and to prepare necessary decrees according to the new federal law on simplification of the housing rights.

In conclusion Minnikhanov expressed his gratitude to employees of the Register and the Chamber for their work and wished them a successful 2022. In the end of the meeting the Tatarstan President handed is state awards of the republic to most distinguished workers.
