In the Republic of Tatarstan since January, 1, 2009 conversion for branch system of payment for labour will be realized in budget institutions.

The branch system of payment for labour in budget institutions will be started in Tatarstan from January, 1, 2009. Head of RT Government Rustam Minnikhanov informed about it today at the meeting in RT Cabinet.
Municipal districts took part in videoconference meeting that was devoted to the problems of conversion for branch system of payment for labour.

As RT Prime Minister informed, this theme has being discussed for a long time in the country and in regions. At federal level decision about introduction of new systems of payment for labour was made on August, 5, 2008 (government decree of Russian Federation № 583)

As for Tatarstan, the appropriate document was signed today (RT Cabinet decree № 592)

Rustam Minnikhanov reminded that the task about conversion for branch system of payment for labour in current year was set by RT President Mintimer Shaimiev in Message for State Council of the Republic of Tatarstan for 2008.

RT Prime Minister said that Tatarstan planned to pass for branch system of payment for labour in the middle of 2008 but federal government decided to do it from December, 2008.

For today conversion for branch system of payment for labour in Tatarstan is realized in 2 regions in pilot regime (accounting is being done both by old and new scheme).

According to the Head of RT Government the new system will allow to keep highly qualified specialists, take into consideration the peculiarities of work in branches; provide the competitive ability of workers in budget sphere in labour market.

Rustam Minnikhanov also recommended municipal powers to realize conversion for branch system of payment for labour from January, 1, 2009. According to his words, RT Government may help with organization of specialists’ training.

Rustam Minnikhanov is sure that today serious explanatory work should be done in republic within the conversion for branch system of payment. “We will rely on mass media and labour unions. We have to explain to employees that the level of salary during this process will not become lower. Vice-versa, it will give more possibilities for highly qualified specialists, - he said.”

New system of payment for labour is oriented for stimulation of employees in budget institutions to raise the quality and quantity of work and increase effectiveness of employees’ work. The main task of conversion for new principles of labour payment is to make the system more transparent and flexible so that the heads of institutions may feel free to regulate labour payment of their employees, who, in their turn, may understand what parts does his monthly salary consists of.

Minister of Culture Zilya Valeeva informed that today we have 49 republic and 3948 municipal institutions of culture. We’ll have to make re-calculation for 19 000 people. She considers that one positive point concerning new system is possibility to pay deserving salary to key artists that “has always been a serious problem for institutions of culture”.

RT Minister of Education and Science Nail Valeev noted that allocated funds are not enough to raise average salaries. He also offered to keep premium for education specialists in rural areas (25%).

Minister of Health of RT Airat Farrakhov told in details about scheme of salary formation for medical workers. He told that today average salary makes more than 10 000 RUR (the growth for last months was 26 %).

Summing up, RT Prime Minister paid attention of participants to necessity of organization of traveling practical meetings with participation of specialists of branch ministries and Center of Economic and Social Investigations (ZESI under RT Cabinet) to explain all details of future innovations which will concern specialists of municipal powers and budget institutions.
