Tatarstan Parliament adopts law “On education” at the 1st reading

Today the 41st session of the State Council of the Republic of Tatarstan took place. The key issue on the agenda was consideration of the draft law “On education”. 45 political parties not represented in the republican parliament were invited to take part in the debate. The meeting was attended by representatives of 14 non-parliamentary parties.

The new republican law was worked out pursuant to the adoption of the Federal Law No.273-FZ “On Education in the Russian Federation” as of December 29, 2012”and the need to improve the legislation of the Republic of Tatarstan in the field of education.

The bill contains a separate article devoted on the development of education programs in Tatarstan. Thus, the RT Cabinet of Ministers is to develop and approve specific programs of education in the Republic of Tatarstan and report annually to the State Council on the progress of work.

The draft law retains basic principles and standards stipulated by the current legislation. Under new law pre-school education becomes a republic’s budgetary obligation. In addition the Cabinet of Ministers obtains the right to set up the standards for school uniform.

Special attention in the bill is given to the organization of education for students with disabilities.

The bill is available on the websites of the RT State Council and the Ministry of Education and Science. Additional suggestions can be sent to the relevant committees of the RT State Council until June 10 of this year.

Summing up the discussion of the bill, State Council Chairman Farid Mukhametshin thanked the representatives of the non-parliamentary parties for their constructive suggestions and remarks.
