Head of Ministry of Construction, Architecture and Housing of Tatarstan Marat Husnullin: “In republic districts the main question is provision of areas for housing construction with engineer infrastructure”.

In some Tatarstan districts there is no necessary engineer infrastructure on the territories prepared for construction of housing. Minister of Construction, Architecture and Housing of Tatarstan Marat Husnullin told about it today at traditional meeting concerning construction of housing in 2008.

“It’s a tendency that there’s lack of prepared territories for construction in districts, - said Marat Husnullin. Later he reminded that according to forecasts for 2009 the growth of commissioned housing in republic should make 9,5 % (in 2009 it’s planned to commission 2,069 million m² of housing).

According to the Head of Ministry of Construction, Architecture and Housing there’re some districts where even 1 m² of housing has not been constructed this year.
But he also presented some positive data: according to figures of BTI for August, 14 there’s reserve of ready housing in republic - 1 million 369 thousand m², 797 thousand m² is multifamily housing, 572 thousand m² - low-rise individual housing. In Kazan the reserve is 855 thousand m², 655 thousand m² is multifamily housing, 205 thousand m² - low-rise individual housing.

It should be noted that reserve of housing of high readiness degree tend to grow despite of monthly construction of housing – 150-200 thousand m².
RT Gosstroynadzor (state building supervision) also gave the following information: 156 objects (1 million m²) are at the stage of high readiness (commercial construction).
“Traditionally commercial construction has 30 % in total volume of yearly plan. If we want to save former rates of housing commission, it can be problematic in 2009 and in future. We are worried about negative tendencies caused by world mortgage crisis at housing market.”– said Marat Husnullin.

As for republic social mortgage program 140, 85 thousand m² of housing (2009 flats) have been built for August, 1, which makes 20 % of plan. Housing has been commissioned in 37 municipal settlements oа republic, in 8 municipal settlements not even 1 m² of housing has been commissioned.
According to report of GZHF (state housing fund), within APK program of 2008 26,6 thousand m² of housing (266 houses) have been commissioned in 31 municipal settlements. In 12 municipal settlements housing was not commissioned within this program.

RT Minister of Construction, Architecture and Housing noted that the main construction within social mortgage program will be realized during 3d quarter of 2008. According to him, all questions from 18 municipal settlements about program objects will be decided in working order (state housing fund under RT President deals with it). The main points are insufficient financing of the objects (30 % from standard) and provision of building objects with engineer networks.
