Rustam Minnikhanov in Moscow: Prompt steps taken made it possible to stabilize the situation in the construction industry

On December 11, during his working visit to Moscow, Tatarstan President Rustam Minnikhanov held a meeting of the State Council working group on construction, housing and utilities sector and urban environment.

Presidential Aide and State Council Secretary Igor Levitin, Deputy Prime Minister of Russia Marat Khusnullin, Minister of Construction and Utilities of Russia Irek Faizullin and representatives of relevant federal and regional executive bodies took part in the meeting.

Minnikhanov noted that due to joint work with the federal government, the Ministry of Construction of Russia and the regions, there were prompt steps taken which made it possible to stabilize the situation in the construction industry, including the launch of subsidized mortgage loans at 6.5 percent interest and their subsequent extension until mid-2021, the launch of rural mortgage loans at up to 3 percent interest, the inclusion of the construction of engineering networks in the Stimul project, which will also help increase the number of projects under construction, as well as the capital increase of the Fund for the Protection of the Rights of Shareholders.

According to Tatarstan President, serious changes in the architectural and construction sector made it possible to decrease the time of approval of general plans three times, to simplify the preparation and approval of territorial planning documents.

Speaking at the meeting, Khusnullin noted that this has been a difficult year, including for the construction industry. In this regard, he thanked the leadership of the regions, which did not let suspend the construction projects during hard times. Tatarstan was one of the first regions that supported further construction work.

The meeting participants discussed a number of proposals for the development of the housing market.
