On April 30, speaking at a videoconference with all municipal regions of the republic on compliance of the social and labour rights of employees of enterprises and organizations, Tatarstan President Rustam Minnikhanov said that senior managers of the enterprises are personally responsible for their employees.
Opening the meeting, Minnikhanov congratulated everyone on the upcoming International Worker’s Day. “It is gratifying that during this difficult time, most of our enterprises managed to maintain their teams. I want to thank all the organizations that take part in the Tatarstan movement “Yardem yaneshe! Help is near!” There are my appeals to our large organizations. They provide assistance to the best of their abilities. I think that in such a difficult time, we will deal with all the problems together,” Tatarstan President said.
Minnikhanov emphasized that in a pandemic, the issue of the observance of the social and labor rights of citizens is of particular importance. He noted the need of all enterprises for strict compliance with the requirements of Federal Service on Surveillance for Consumer rights protection and human well-being to prevent the spread of coronavirus.
Tatarstan President emphasized the need to ensure compliance with safety regulations, industrial discipline and the prevention of injuries. Particular attention should be paid to the hazardous industries, namely construction, agriculture and transport. Most of these enterprises continue to operate under current conditions.
Minnikhanov noted that today many manufacturers have difficulties due to increasing prices for parts, falling demand and sales, increase in recurrent costs under quarantine and a number of other reasons. Since the beginning of this year, the number of registered unemployed in the republic has increased 2,5 times and today is about 28,000 people. At the same time, about a third of manufacturers are considering the possibility of further layoffs by the end of the year.
Minnikhanov said that in order to support individual entrepreneurs and self-employed, a proposal to extend unemployment benefits to these categories of citizens was sent to Russian Government.
In addition to federal assistance, a separate set of support measures has been prepared at the regional level. These are soft loans for small and medium-sized businesses at one per cent for the first 6 months, subsidizing the interest rate on loans, zero bail commission on guarantees of the Guarantee Fund for the first six months, subsidizing the costs of small-scale catering business for payment of food delivery services, providing deferred rental payments for real estate owned by the regional and municipal property.
He drew the attention of all interested ministries and departments that work to support enterprises should be under special control. The main recipients of state assistance should be organizations that retain their jobs.
According to Minnikhanov, heads of municipalities should intensify their efforts to preserve the work teams of enterprises and hold constant monitoring.
Employees should receive wages on time and in full.
Minnikhanov emphasized that Russian President instructed the Government and the regions to gradually exit the restrictions regime, depending on the current situation from May, 12.
Tatarstan President emphasized that ministers and heads should be at workplaces until May, 11 and ensure staff on duty. “The government of the republic needs to develop a plan for a phased approach of the economy of Tatarstan to a working rhythm based on federal recommendations,” Tatarstan President added.
