07.06.2019

On June 7, on the sidelines of the St. Petersburg International Economic Forum (SPIEF-2019), Tatarstan President Rustam Minnikhanov took part in Sberbank Business Breakfast “Russia 2024: Combining stability with reforms”,  held in the open discussion format and moderated by Sberbank Board Chairman and President German Gref.

First Deputy Prime Minister of the Russian Federation, Russian Finance Minister Anton Siluanov, Deputy Prime Minister of Russia Tatyana Golikova, Russian Minister of Economic Development Maxim Oreshkin, Head of the Accounts Chamber of the Russian Federation Alexey Kudrin, Head of the Russian Union of Industrialists and Entrepreneurs (RSPP) Alexander Shokhin, business representatives and officials became participants and speakers of the business breakfast.

Gref said that the national projects in 12 areas of strategic development should be implemented by the Russian Government by 2024. The implementation of these projects involves not just an increase in budget allocation, but also regulatory reform, the introduction of new organizational technologies and a structure change in a number of industries. Such changes always involve certain risks, because habitual practices change and adaptation to the new rules of the game takes time.

Gref also invited participants of the meeting to take part in a mobile survey and to answer the question, if national projects can lead Russia to growth rates above average.  As many as 78 per cent of respondents chose “no” answer and the answer “yes” was chosen by 22%.

The discussion divided the invited participants into two camps.
