On May 24, at Innopolis University, Deputy Prime Minister of Russia Maksim Akimov, Tatarstan President Rustam Minnikhanov, Director General of the Agency for Strategic Initiatives (ASI) Svetlana Chupsheva, Deputy Prime Minister of the republic – Tatarstan Minister of Information and Communications Roman Shaykhutdinov took part in a meeting of the Board of Trustees and an expert jury of the contest of digital solutions for the regions, organized by the ASI.
Before the meeting, Minnikhanov and Akimov looked around the exhibition of T-500 aircrafts, organized on the occasion of the launch of construction of aviation assembly manufacture in Innopolis.
Minnikhanov emphasized that digital solutions contribute to the efficient solution of a complex of problems that all entities of the country face today. “A number of current projects were developed under the contest. As many as 43 Russian regions introduced their solutions. This is a very positive work. We are implementing the best practices with the ASI and I want to thank its staff. I hope that this work in Innopolis will be systematic,” Tatarstan President added.
In his turn, Akimov expressed confidence that in our time digital transformations do not occur due to the high speed of data transfer, the development of new computing power and modern algorithms for streaming data processing. “It really concerns us when it changes the behavior of people, business models of companies and models of state administration. The major factor of transformation is the dedication of people who are involved in this work. In this case, neither the lack of funds, nor the lack of resources will stop these people,” Akimov said.
Chupsheva briefed about the results of the contest. She reported that in total of 146 applications from 43 entities of Russia were submitted to the contest. The ASI chose and submitted 35 tasks from 19 regions for voting to experts.
She also proposed to establish a project data office based on the ASI, which will develop a methodology for working with tasks based on data, build a dialogue between regions, IT and the data-community, follow the pilot implementation of data-based tasks, etc.
The presentations of the tasks of the finalists were introduced.
Roman Shaykhutdinov spoke on behalf of Tatarstan. He introduced a design solution on the forecast and the assessment of the needs of cities and regions of Tatarstan in kindergartens for the next 10 years. The analysis is based on big data accumulated in the regional information systems "E-kindergarten" and "the Civil Registry Office".
The proposed model is based on information on the current priority for admission to kindergartens and data on birth rate forecasts. Information on the number of children in each kindergarten, the number of applications for admission to kindergartens, the number of children born in Tatarstan, women of reproductive age and other indicators are also taken into account. The model developed by the data analyst will give the opportunity to use the algorithm for proper targeted planning for the construction of kindergartens for a 10-year perspective.
