State Council urges the public to be intolerant of any abuse of rights and liberties of man and citizen

The Tatarstan Human rights Ombudsman Saria Saburskaya presented a report “On observance of rights and liberties of man and citizen in the Republic of Tatarstan in 2011” to deputies on a session of RT State Council.
The report was prepared in accordance with the article № 26 of RT Law №95 “On Human rights Ombudsman in the Republic of Tatarstan.”
Assessment of the situation concerning observance of rights and liberties of man and citizen in Tatarstan is based on results of consideration of complaints received by the ombudsman, materials of checkups, information provided by public assistants to the ombudsman, data of state and municipal authorities, messages of non-government human rights organizations and mass media, and materials of republican interdepartmental commissions.
According to Saria Saburskaya, she received 2035 complaints and other appeals from citizens in 2011. In comparison with 2011, the number of appeals has increased by 48, 1%.
The ombudsman marked that situation concerning protection of human rights in the sphere of labor relations raises grave fears. The number of employees dying because of accidents at production sites has not practically reduced.
A considerable amount of appeals is connected with housing problems. They mainly concern improvement of living conditions of vulnerable groups.
The ombudsman focused on the accident happened at the police station “Dalniy” that draw a wide response in the country.
“Heads of the interior bodies and institutions of the Penal system are not interested in independent detection and prevention of law-braking by employees, because assessment of operative-official activity depends on number of revealed offences,” Saria Saburskaya stated.
The Report also contained information regarding observance of human rights in the sphere of health care, rights of draftees, human rights in migration relations, safety on railway transport, legal education of population.
Chairman of RT State Council Farid Mukhametshin summarized the meeting. He marked that laws and documents adopted in republic should be made public, available for legal practitioners and regular citizens.
After debating the ombudsman’s report, the State Council adopted the Address to citizens, state and local self-government authorities in RT “On increasing responsibility of state and municipal officials, employees, representatives of federal territorial executive authorities on RT for fulfillment of their duties, observance of constitutional rights and liabilities of man and citizen.”
