Rustam Minnikhanov at the oil summit: Human Capital is the most important thing in our Strategy - 2030

On July 12, during the plenary session at the oil summit, Tatarstan President Rustam Minnikhanov said that Human Capital is the priority area of the Strategy of Social and Economic Development of the republic until 2030.

Today, the annual oil summit has been opened in the urban village of Karabash and devoted to the topic “Human Capital is the basis of the technological breakthrough in the oil and gas complex of Tatarstan”.

“We are waiting that the International Higher School of Oil will be established in Almetyevsk. The oil industry is the backbone of the economy of our republic and of our country in general today and tomorrow. We understand that such a training centre must be estabished. In recent years, we have been working to create resource centers in the republic, because our entire system of primary vocational education was out of touch from life. And today, there are already about 30 resource centers in the republic, and this work will continue,” Tatarstan President said.

According to Minnikhanov, it is important that universities become research centres of the republic. “The most important thing is that our universities should become research centres. The Kazan Federal University, the Kazan National Research Technical University and the Kazan National Research Technological University are the examples of such transformation. Higher education institutions must innovate. They should create environment to become centres of scientific development. We will strongly support these areas in the country. And the most important thing is the school. We must create those directions, give our children skills they will require in the future. It will be difficult for young people who entered the university to realize their potential and achieve success if they have not already received certain skills such as engineering and business at school. All this work should be comprehensive - preschool and school education, universities and resource centers. Resource centres should work and develop together with the needs of producers and with industrial enterprises. High school should strongly focus on the needs of our economy. Of course, we should all use the opportunities and send our best talented employees to the world scientific centres. For this purpose, there is Algarysh programme in the republic, and I think we need to expand it - taking into account the interests of enterprises. We must accumulate everything what is the most advanced in the world today. Human Capital is the most important thing in our Strategy – 2030,” he said.

Speaking about the training of modern specialists, he noted that there should be people of the new formation.
