A meeting themed “Work on the bill of Federal law “On federal contract system in the sphere of purchase of goods, works and services” held by Chairman of Federation council Valentina Matvienko took place in Federation council of RF Federal Assembly on January,24.

Chairman of RT State Council Farid Mukhametshin attended the meeting.

RF Minister of economic development Elvira Nabiullina, RF Minister of health care and social development Tatiana Golikova, RF Minister of finance Anton Siluanov, senators, deputies of State Duma, officials of federal agencies of several Russian regions, public organizations, a wide range of experts took part in the event.

Opening the meeting Valentina Matvienko stressed problems of legislative regulation of state and municipal purchase of goods, works and services and negative practice in terms of realization of Federal law № 94-ФЗ “On placing orders for delivery of goods, implementation of works, and rendering of services for state and municipal needs” passed in 2005 has drawn a wide response.

Thus, the decision about preparation and enacting of new federal law regulating public relations in this sphere was made by the Russian President Dmitry Medvedev.

A new version of the bill has now been prepared. The text was sent to all Russian subjects for consideration and detection of mistakes. Today’s meeting was dedicated to discussion of advantages and disadvantages of the document.
