Rustam Minnikhanov: We need strict financial discipline in expenditure budget and implementation of high-priority social obligations

On April 18, in the Government House of the republic, Tatarstan President Rustam Minnikhanov held a video-conference with participation of heads of all regions and districts of the cities, which discussed the results of the execution of the consolidated budget of the republic for three months of the current year and set tasks to be addressed by regional financial, treasury and tax authorities for 2018.

Minnihanov reported on the indicators of the gross regional product (GRP) for January-February 2018, which has gone up by 1.5 per cent and the industrial production index has reached 100.4 per cent.

Не noted that restrictions on oil extraction impact the budget.

Speaking about the results of the first quarter of 2018, Minnikhanov said that the retail goods turnover is increasing, but the construction volume has decreased slightly - by 1 per cent as compared to the same period last year. According to the President, “these volumes will be improved in future”.

He also reminded that there is a decrease in income tax payments by 126 million roubles and property taxes by 432 million roubles.

“I think that Ministry of Finance of the republic together with the tax authorities, Ministry of Land and Property of the republic and municipalities should analyze on each of the revenue sources to develop measures to increase revenue growth to the budget”, Minnikhanov said.

Tatarstan President gave the Government and Prime Minister of the republic Aleksey Pesoshin an errand to take this issue under control.

“It is necessary to ensure strict financial discipline, implementation of high-priority social obligations in expenditure budget taking into account the tasks set in Russian President’s “May” decrees.

The issue of changes in budget legislation requires special attention - Russian Ministry of Finance plans to update the budget code in the Government of the Russian Federation before September 1 of the current year”, Minnikhanov said.

Head of Federal Tax Service of Russia in Tatarstan Marat Safiullin made a report on the results of work of tax authorities of the republic for the first quarter of the current year and tasks for 2018.

Minister of Finance of the republic Radik Gaizatullin reported on the results of the execution of the consolidated budget of Tatarstan for three months of the current year and tasks of financial authorities of the republic for 2018.

According to Minnikhanov, the republic has much room for improvement.
