Development of the projects as part of support mono-cities discussed at a briefing at the Cabinet of Ministers of the Republic of Tatarstan

On April 10, at the regional Cabinet of Ministers, at a briefing dedicated to the development of mono-cities in Tatarstan, the meeting discussed the pressing issues of construction of Zelenodolsk Industrial Park, which should be built before the beginning of the fourth quarter 2018,  the reduction of entry  threshold for the residents of Priority Social and Economic Development Area in Naberezhnye Chelny and the solution to the problem of financing new projects by means of parent companies.

Deputy Minister of Economy of the republic Natalia Tarkaeva said that the issue of mono-cities was discussed for the first time in 2010. It was actively promoted in Tatarstan in 2013-2014. To date, there are seven mono-cities in Tatarstan: Naberezhnye Chelny, Nizhnekamsk, Mendeleevsk, Elabuga, Chistopol,  Zelenodolsk, Kamskie Polyany.

The programmes under the Mono-cities Support Fund and their implementation, Priority Social and Economic Development Area have become the main trends.

Fund projects have been implemented by government agencies and municipalities of the republic in Naberezhnye Chelny, Zelenodolsk and Nizhnekamsk.

The Mono-cities Support Fund allocates a lot of funds for the construction of industrial parks. Since the start of the programme, the industrial park “Razvitie” in Naberezhnye Chelny was built. The construction of the industrial park “Zelenodolsk” is in the final stage. The industrial park in Nizhnekamsk is being built.

Tarkaeva reminded that by the Federal Act № 473 new measure on the establishment of Priority Social and Economic Development Areas with tax benefits was granted to the Far East and mono-cities.  Tatarstan applied for receiving the status of mono-city for Naberezhnye Chelny and the city received this status first in the country. To date, there are officially four Priority Social and Economic Development Areas in Tatarstan: Naberezhnye Chelny,  Zelenodolsk, Chistopol and Nizhnekamsk.

Tarkaeva also noted that the improvement of the situation in mono-cities requires the creation of social environment. For this purpose, all mono-cities of the republic had to implement the federal programme “Five Steps of Improvement”, as part of which the central streets of cities and polyclinics were reconstructed.
