Rustam Minnikhanov: It is necessary to prepare thoroughly for the construction season

On March 3, speaking at a regional video-conference held by Tatarstan President Rustam Minnikhanov with participation of Tatarstan Prime Minister Aleksey Pesoshin, Minister of Construction, Architecture, Housing and Utilities of the republic Irek Faizullin reported that since the beginning of the current year, the State Construction Inspectorate and State Labour Inspectorate of the republic have carried out 188 inspections in the sphere of labour protection in construction in Tatarstan.

Speaking about inspections in the sphere of labour protection, Faizullin said that five accidents, including three in Tukaevsky region, have happened since the beginning of 2018. Five accidents of five are falls from heights.

As of March 2, 2018, as many as 693,800 square metres (28.8 per cent of the plan) of housing have been commissioned in the republic.

Presidential State Housing Fund of the republic has reported to the statistics agencies on 29 houses for 1,611 apartments with the area of ​​92,200 square meters under the social mortgage programme.

Under the programme of rental housing, the construction of the second phase of housing is planned in Innopolis city in 2018, including six houses for 730 apartments with the total area of 33,900 square meters.

As part of the implementation of the rights of orphans and children left without parental care, it is planned to provide 297 orphans with housing under residential lease agreements amounting to 355 m 286,200 roubles.

It is scheduled to accommodate 164 families, including 45 large families with five or more children within the allocated budget (a total of 331m319,700 roubles) in 2018.

As many as 120 houses are planned to be built under the multi-apartment houses investment programme, 39 of them have been commissioned.

As many as 1,785 of 8,370 planned houses of low-rise construction (including individual housing construction) have been put into operation in the republic.

Faizullin also reminded that the construction and capital repair of health facilities is underway.

As many 120 buildings of outpatient centres with the total amount of 3b195m720,000 roubles will be overhauled in 2018.

Tatarstan President said that it is necessary to prepare thoroughly for construction season – construction materials, resources, staff and etc. There is always one major problem with the preparation of relevant documentation. We have to follow up these issues beforehand, Minnikhanov said, it is important to understand today what we will do next year.

Minnikhanov focused on fund-raising for the housing and public utilities. This is systematic work, he said, and there must be responsibility of all parties, including heads of regions.

Faizullin reported that based on the current collection as of February 1, arrears in the whole of the republic in terms of payments for Housing and Utilities amounted to 5b879m roubles.

The head of the Ministry of Construction of the republic also reported on the appeals of citizens concerning issues of housing and public utilities. Thus, 1,384 appeals received in January, 2018, which is 34 appeals more than in January 2017. Basically, these are complaints about unsatisfactory quality of provision of housing services, unsatisfactory quality of providing public services, unsatisfactory maintenance of house property and others.
