Rustam Minnikhanov at the 2018 Gaidar Forum: The regions should be motivated to develop, create jobs, increase the efficiency of enterprises

On January 16, Tatarstan President Rustam Minnikhanov took part in an open dialogue “Efficient budget expenditure as a mirror of efficient public administration” during the 9th Gaidar Forum.

During the discussion, experts spoke about their remarks and suggestions on improving the efficiency of the public administration system. In particular, they exchanged views on assessing the work of a government official and the need to change the system of his material incentives.

According to Minister of Finance of Russia Anton Siluanov, the effectiveness of public administration is based on two fundamentals, including the functional efficiency (goal setting), and the operational efficiency (task implementation activities).

"How public administration is built depends to a large extent on the effectiveness of the use of resources that the structure has. The most important thing is to build a management system. Budget expendeture is the result of the efficient public administration," he added.

Speaking at the meeting, Minnikhanov suggested not making adjustments in the regulation of powers between the federal center and the regions. “Please do not change anything for five years. You have set the task and let us make this work. And I will understand how much we will earn," he said.

“If I were Anton Siluanov I would have done the same. I also worked as Minister of Finance of Tatarstan, therefore I do understand his situation,” Minnikhanov added, but he drew attention to the fact that the regions should be motivated to develop, create jobs, and increase the efficiency of enterprises.

As for work of the regions in terms of the powers delegated, Tatarstan President asked to trust them more. "It is hard to govern such a huge country from Moscow. But you have regions. And if the regional head is not able to fulfill the tasks set, change him,” Minnikhanov concluded.
