The Republic of Tatarstan has become one of the three pilot regions in Russia to organize available environment for the disabled, the Tatarstan Minister of labour, employment and social protection Airat Shafigullin informed at a briefing in the House of RT Government. It was traditionally held in format of video conference with participation of all municipal regions of the Republic and was translated on-line.

Airat Shafigullin marked that the federal program “Available environment” is meant for the period of 2011-2015. Other pilot regions are Saratov and Tver. The program is being funded on parity basis with federal centre.

Airat Shafigullin reminded that there are 10 % (650 mln) disabled people in the world. The same quantity goes to Russia and Tatarstan in particular. Moreover, elderly people and people with temporary restrictions of occupational capacity may also be included in this category.

By words of Airat Shafigullin today our activity in providing equal opportunities for the disabled is not efficient enough. The disabled cannot even go out of their flats and houses. He marked currently there are no technologies for equipping houses with necessary facilities, but the newly constructed housing must have it.

The program “Available environment” includes measures on providing availability of many objects for disabled people. Thus, it is planned to arrange 24 medical objects including Republican clinical hospital, Children republican clinical hospital, oncological clinic, hospitals for veterans, republican recreation hospital, and central regional hospitals of the Republic for the sum of 190,088 mln roubles.

In the sphere of social protection departments of Privolzhsky, Novo-Savinovsky districts of Kazan, Nizhnekamsk, nursing home in Chistopol town, rehabilitation centres, job centres, and vocational schools will be equipped for the disabled for the sum of 157 mln roubles.

Sport objects will be equipped for the sum of 130,115 mln roubles.

To make cinemas, theatres, museums and libraries available for disabled people funding of 68,096 mln roubles is provided.

The program also implies development of seven underground stations in Kazan for the sum of 25,142 mln roubles, three buildings of State Traffic Safety Inspectorate (4,5 mln roubles), six overground pedestrian crossings in Kazan and one subway on Tukai square (56,4 mln roubles) .

We hope the public control will be rendered in the context of providing equal opportunities for disabled people, Airat Shafigullin stated during the briefing.

First deputy minister of construction, architecture and housing Farit Khanifov also attended the event.

Answering journalists’ questions Airat Shafigullin informed by 2015 availability of transport objects for the disabled will have covered 16,5 %, and 10 % as of sport objects.
