He was born in 1952, September 29, in Kazan.

In 1975 he has graduated from the Novosibirsk Higher Military-Political Combined Arms School, in 1984 - Irkutsk State University, majoring in history, in 1999 - the Kazan State University, majoring in jurisprudence.

Since 1975 till 1998 - on military service.

Since 1998 till 2006 - Chief adviser of control sector of the Department of External Relations of the President of the Republic of Tatarstan, the chief assistant to work with secret documents of the general department of the Office of the President of the Republic of Tatarstan.

Since 2006 - Head of the General Division of Management Administration of the President of the Republic of Tatarstan.

He was awarded six medals.

He is married and has two children.
