He was born in 1952, June 30, in Kazan.

In 1975 he has graduated from the Kazan Financial-Economic Institute (finance and credit).

He began his career in 1969, as an electrician apprentice of radio components of Kazan factory.

After serving in the Soviet Army and ending the Kazan Financial-Economic Institute he worked as an Auditor-Controller, Senior Auditor-Controller of Ministry of Finance of the RSFSR on TASSR, then - the Auditor-Controller of Ministry of Finance of the RSFSR of Kazan.

In 1987 he joined the Supreme Council of TASSR, where he held the rank of Chairman Assistant of the Presidium of the Supreme Council of TASSR and the chief executive officer of the Presidium of the Supreme Council of TASSR. Since 1990 till 1991 headed the General Division of the Secretariat of the Supreme Council of TASSR.

In 1991 he was appointed to the post of deputy governor of the Department of Presidential Affairs of the Republic of Tatarstan.

In 2010 he was appointed to the post The Head Department for Event Service and Building Maintenance of the Management Administration of the President of the Republic of Tatarstan.

Honored Economist of the Republic of Tatarstan (2002). He was awarded with the medal "In memory of the 1000 anniversary of Kazan" (2005), encouraged with the grateful letter of the President of the Republic of Tatarstan (2007).
