Graduate of Kazan State University with a specialization in history, PhD, Grand PhD in Economics.

From 1974 – engineer, senior engineer, division head, Tatneft.

1987-1990 – consultant, political education agency; instructor, ideology division, Tatar regional party committee.

1990-1998 – senior staff scientist, sociology, politics and management section, Kazan State University; executive director, International and Cultural Cooperation Association TAKES-Inter; deputy director, Centre for humanitarian projects and research; editor-in-chief, newspaper Kinesh.

1998-2011 – head, information and analytical directorate, Office of the Tatarstan Cabinet of Ministers.

From January 2011 – head, Information Analysis Directorate of the Tatarstan President.

Married, two children.
