On July 6, Tatarstan President Rustam Minnikhanov took part in a plenary session “Agglomeration as a global governance challenge” Moscow Urban Forum 2017 held on July 6-12 in Moscow.

The moderator of the session, the former mayor of London Ken Livingstone said that investments as well as effective management play an important role in the development of urban agglomerations.

It was noted that urban agglomerations require a special approach to their development. They are facing new challenges that are not so urgent in smaller cities. These problems concern funding, protection of citizens’ health, balanced development, and many other issues. Organization of management is one of the main issues in this regard.

Director General of Sputnik Company Philipp Serazhetdinov presented results of the study of the biggest urban agglomerations and their common features. In his opinion, transport is the biggest challenge that requires nonstandard approaches.

Head of the Federal Supervision Agency for Customer Protection and Human Welfare Anna Popova paid attention to the fact that megapolis faces new challenges in the sphere of health care. “If you spend one hour in Moscow underground you may come in contact with 6,000 people.  The statistics shows that the level of TB burden is 2,5 times higher in big cities, and the failure of water supply can lead to a real outbreak of the disease,” she said.

Mayor of Moscow Sergey Sobyanin, Governor of Moscow region Andrey Vorobiev, Tatarstan President Rustam Minnikhanov, Interim Governor of Perm krai Maksim Reshetnikov, Head of the Federal Supervision Agency for Customer Protection and Human Welfare Anna Popova and Vice-mayor of Seoul John-Wook Kim took part in the plenary session.
